The second call for Ports 4.0 is open: Non-refundable grants for innovation projects in the port sector

On December 28, 2023, the Official State Gazette (BOE) published the new call for the Ports 4.0 fund for its Ideas and Business Projects programs.

The Ports 4.0 call regulates the granting, by State Ports, of public grants within the framework of the Plan to Promote Entrepreneurship for Innovation in the Port Sector.

Purpose:

Activate public and private investment in innovation for the transformation and strengthening of the technological capacities of the transport, logistics and ports sector and promote the application of new knowledge and technologies of a disruptive nature, new uses of technologies that already exist but not yet applied to the port logistics sector, as well as applied research activities that generate added value for the logistic-port community, through business projects.

Total budget:

The grants, aimed at financing the start-up and technological maturation of ideas and projects that develop new technologies, introduce innovative products, services or processes to the market or improve existing ones with direct application to the logistic-port ecosystem or others related to it, linked to ports of general interest or to the different links in the logistics chain; have a budget of:


  • Ideas: 750,000,000€, of which 105,000€ will be allocated to entrepreneurship. The IDEAS program includes:
  1. TRL 1: Basic Idea
  2. TRL 2: Formulated concept or technology


  • Commercial Projects: 6,000,000€. The COMMERCIAL PROJECTS program includes:
  1. TRL 7: Prototype demonstration in a real environment
  2. TRL 8: Full validation and certification in a real environment
  3. TRL 9: Successful testing in a real operational environment

Beneficiaries:

Individuals or legal entities, public or private, Spanish or foreign who have full capacity to act and must carry out eligible ideas and projects.

During the term of each call, it is allowed to submit more than one Idea, Project or both by the same beneficiary, individually or by forming a consortium with other beneficiaries, provided that the projects are not intended to carry out the same activity or one of a very similar nature.

Individuals can only be beneficiaries of the call for grants for applications in the IDEA phase. On the other hand, only legal entities and their unions or groups may be beneficiaries of grants for projects in the Commercial Phase.

Type of support:

Competitive competition grants. The scheme and amount of aid will vary, depending on the level of technological maturity attributable to the product, service or process developed.

In Ideas, aid will consist of a fixed and invariable amount of €15,000 and the possibility of accessing incubation services of the idea or advice to facilitate the business growth of the same.

In projects in the commercial phase, the aid will consist of a maximum amount of 80% of the costs associated in the project budget with the innovation component, with a maximum limit of 2 M€, and the possibility of accessing acceleration or advisory services to accelerate commercial deployment, growth and ensure the business success of the project.

Main requirements:

  • Develop a new product, service, process, or improve an existing technology with a new innovative component developing its application for the logistic-port sector.
  • Promote the achievement of measurable breakthrough solutions in one or more areas of logistic-port activity.
  • To have a certain, demonstrable and clearly delimited innovative component, at least in terms of its scope, contents and costs, and the absence, both nationally and internationally, of its application for the sector.
  • It is essential to justify the starting state of technological maturity in which the Idea or Project presented is located. To this end, solid evidence must be provided of the previous phases and validations that have been carried out to achieve this TRL.
  • Be able to be made available, and to be tested, implemented or deployed in one or more agents of the logistic-port community.
  • Provide a favorable social impact on the logistic-port environment, on direct or indirect employment, and consequently on the economic and social development of logistic-port environments.
  • Reaching or exceeding the total value of the costs associated with the innovation component of the project, 50% of the total budget of that project.
  • The Ideas must be implemented within the deadline established by the beneficiaries in their technical documentation, with a maximum of 6 months from the publication of the resolution granting the grant.
  • The Projects must be implemented within the deadline established by the beneficiaries in their technical documentation, with a maximum of 36 since the publication of the resolution granting the grant.

Eligible expenses:

  • Personnel expenses: research, technical and other auxiliary personnel, to the extent that they are dedicated to the project.
  • Costs of inventoriable instruments and material, to the extent and during the period in which it is used for the project.
  • Contract research costs, technical knowledge, patents, as well as the costs of consulting, auditing and equivalent services dedicated exclusively to the project.
  • General expenses directly derived from the project.
  • Investments in equipment.
  • Other additional operating expenses, including rental costs, fees, materials, supplies and similar products that are directly derived from the project activity.
  • Expenses associated with the technical and material development of prototypes and pilots, as well as the technological components associated with them.
  • Indirect costs will be considered eligible expenses when they are attributed by the beneficiary to the subsidized activity in a proportional manner.

Phases of the call:

  1. Submission of documentation on the platform enabled by the General State Administration.
  1. Correction of administrative documentation (only if required).


And, once the application has been accepted:


  1. Presentation of an explanatory video of the proposal.
  1. Evaluation of the technical documentation and the video submitted by the Technical Office and the Instructing Body.
  1. Defense of the candidacy through a public pitch.
  1. Proposed award.

Required Documentation:

For Ideas:

Administrative block, including, but not limited to:

  • CIF of the legal entity or NIF/NIE if you are a natural person.
  • Declaration responsible for being up to date in complying with their tax and Social Security obligations in the country where they are domiciled.
  • Responsible declaration by all members or legal representatives that they are not subject to any of the prohibitions provided for by sections 2 and 3 of article 13 of Law 38/2003, of November 17.

Technical block which must include a technical report justifying the Idea to be developed based on the evaluation criteria of the proposal, including the definition of the innovative component, the plan for carrying out the proof of concept, as well as the Business Model Canvas of the idea.

Accepted proposals must make a visual presentation of the Idea of a maximum duration of 10 minutes, to support the public presentation of the Idea or Pitch.

For Projects in the commercial phase:

Administrative block, including, but not limited to:

  • CIF of the legal entity or NIF/NIE if you are a natural person.
  • Declaration responsible for being up to date in complying with their tax and Social Security obligations in the country where they are domiciled.
  • Responsible declaration by all members or legal representatives that they are not subject to any of the prohibitions provided for by sections 2 and 3 of article 13 of Law 38/2003, of November 17.

Technical block which must include a technical report justifying the Project to be developed based on the evaluation criteria of the proposal.

Accepted proposals must make an audiovisual presentation of the Project of a maximum duration of 15 minutes, to support the public presentation of the same or Pitch.

For Ideas:

  • Alignment of the Idea with the characteristics and requirements of the eligible Ideas provided for in Article 6 of this Order. 0/10 points
  • The disruptive and innovative nature of the Idea, its differential value and the non-existence in both the domestic and international markets, its application for the logistic-port sector, defining its innovative component. 0/20 points
  • Impact of the Idea and degree of practical implementation in the logistic-port environment, on society and on the economy, as well as on the environment. 0/15 points
  • Business Model Canvas. 0/20 points
  • Plan for carrying out the proof of concept (PoC) and, where appropriate, budget for carrying it out and additional funding, as well as facilitating agents. 0/15 points
  • Proposed resources and equipment. 0/10 points
  • Written or supporting certificates issued by Port Authorities or any agent in the port logistics sector. 0/10 points

For Projects:

  • Alignment of the project with the characteristics and requirements of the eligible Projects provided for in article 6 of this order. 0/10 points
  • The disruptive or innovative nature of the proposed Project, its differential value and the non-existence in the domestic and international markets of its application for the logistic-port sector, defining its innovative component. 0/15 points
  • Impact of the Project and degree of practical implementation in the logistic-port environment, on society and on the economy, as well as on the environment. 0/10 points
  • Project Business Plan. Project profitability/risk plan, Risk mitigation measures. 0/10 points
  • Media and entrepreneurial team. 0/10 points

  • Commitment to launch to the market. 0/30 points

Deadline for submitting applications:

  • Ideas: Until February 29, 2024.
  • Commercial Projects: Until March 29, 2024.
