Grants for SMEs and large companies in the agri-food sector under competitive competition

The Junta de Andalucía has launched a new call for grants, on a competitive basis, aimed at small and medium-sized companies and large companies in the agri-food sector to support investments in the transformation, commercialization and development of agri-food products.

The objective of the call is to improve the competitiveness of the sector, promote innovation, promote environmental sustainability and promote the economic development of rural Andalusia.

Purpose of the aid

The purpose of these grants is to support investments that contribute to the specific objectives of the CAP Strategic Plan 2023-2027, in particular:

  • Improve market orientation and increase the competitiveness of agri-food companies, placing greater emphasis on research, technology and digitalization.

  • Promote employment, growth, gender equality, social inclusion and local development in rural areas, including the circular bioeconomy and environmental sustainability.

Subsidized investments must be aimed at strengthening productive capacity, innovation and the added value of agri-food products.

Beneficiaries of PAC aid

Individuals or legal entities, and their groups, who are considered small and medium-sized enterprises (SMEs) and whose corporate purpose includes activities for the transformation, commercialization and/or development of agri-food products, may be beneficiaries of these grants.

Specifically, companies that transform, market or develop:

  • Agricultural products included in Annex I of the Treaty on the Functioning of the European Union (TFEU) and cotton, with the exception of fishery products, and the final product may be left out of that annex.

  • Food products other than the agricultural products listed in Annex I of the TFEU, provided that the investment is located in rural areas.

Entities dedicated exclusively to commercial intermediation or wholesale trade that does not involve manipulation of the product are excluded.

Nor will companies considered to be in crisis be able to benefit from the aid.

Total budget

The call has a total budget of 88 million euros, which is distributed in two distinct lines:

  • A specific line for companies in the fruit and vegetable sector, to which 25% of the total budget is allocated.

  • A general line aimed at other companies in the agri-food sector.

Type of help

The aid is granted in the form of a non-refundable grant, on a competitive basis.

Intensity of aid

The subsidy percentage varies depending on the type of product resulting from the transformation process:

Agricultural products

The basic aid is from 40% of the cost of the eligible investment, which can be increased to a maximum of 65% in the following cumulative cases:

  • Increase of 10% if the beneficiary company is a national or regional Priority Associative Entity (EAP), or is part of one.

  • Increase of 10% due to job creation, when the ratio between jobs created and eligible investment (in thousands of euros) is equal to or greater than 0.01.

  • Increase of 5% if the project includes investments related to the implementation of systems for generating added value, competitiveness, quality or traceability.

Non-agricultural products

The basic aid is from 40% of the eligible cost, which can be increased to a maximum of 50% in the following cases:

  • 5% increase due to job creation, based on the same employment-investment ratio criterion.

  • Increase of 5% if the project includes investments related to quality systems, traceability or generation of added value.

Economic Limits

  • Maximum grant amount: 3,000,000 euros per project.

  • Minimum project amount: 100,000 euros, except for projects that exclusively include investments in quality, traceability or value-added systems, which will not have a minimum amount.

Eligible costs of CAP aid

The following are considered eligible tangible and intangible investments aimed at the transformation, commercialization and/or development of agri-food products, among others:

  • Technological improvement and rationalization of production and marketing processes.

  • Development of new agricultural products and use of new materials or technologies.

  • Implementation of innovative technologies.

  • Diversification of agri-food productions.

  • Implementation of certified water footprint, carbon footprint, environmental quality (ISO 14,000), food protection and zero waste systems.

  • Implementation of quality management systems (ISO 9000, ISO 22000) and improvement of traceability.

  • Investments in energy efficiency, water efficiency and environmental impact reduction.

  • Valorization of agro-food waste and by-products, including composting plants.

  • Investments derived from merger or integration processes of cooperatives and associative entities.

  • Transfer of facilities outside the urban area, including orujera plants.

Ineligible investments

In general, they will not be eligible, among others:

  • Investments in the retail sector.

  • Investments that are not technically or economically viable.

  • Investments not located in Andalusia.

  • Investments in excluded sectors such as sugar, isoglucose or biofuels made from food crops.

  • Photovoltaic installations intended exclusively for the sale of grid energy.

  • Expansions of facilities without the corresponding activity license.

Project typology

The projects must be aimed at improving the competitiveness, innovation, sustainability and quality of agri-food products, in line with the objectives of the CAP 2023-2027 and with a direct impact on the development of the Andalusian agri-food sector.

Assessment Criteria

Requests will be evaluated according to objective criteria, including:

  • Integration and increase of the business dimension, especially cooperatives, priority associations and merger processes.

  • Innovation in the company.

  • Internationalization, evaluating the percentage of turnover destined for export.

  • Energy efficiency, water efficiency, use of natural resources and waste recovery.

  • Other additional criteria included in the regulatory bases.

The score will determine the order in which aid is granted under the competitive competition regime.

Deadline for submitting applications

The deadline for submitting applications is Two months, from the January 6, 2026 through March 5, 2026, counting from the day following the publication of the extract of the call in the Official Gazette of the Junta de Andalucía (BOJA).

The maximum time period for the resolution of requests will be Six months since the end of the filing deadline.
