The Strategic Program of National Business Research Consortia (CIEN) is a public business body of the CDTI: Funding for R&D projects in a consortium

Its objective is to finance national industrial research and experimental development projects. Business groups have collaborated and have guided the development of planned research in strategic sectors of the future and with an international background.

The project also promotes public-private collaboration in the field of research and development, for this reason it is necessary to outsource activities to research organizations. El CDTI is responsible for financing these projects.

It is a call that is open all year round and a partially reimbursable grant.

They are not compatible with other public aid intended to finance the project.

WHAT ARE THE CHARACTERISTICS OF THE PROJECT?

  • Minimum amount requested: 5,000,000 euros.
  • Maximum amount requested: 20,000,000 euros.
  • Minimum bankable amount: 4,500,000 euros per project and 175,000 euros per company.
  • It is not possible to exceed more than 70% of the fundable budget.
  • Industrial research activities: must exceed 50% of the total amount.
  • Relevant collaboration of research entities: at least 15% of the total amount of the approved project must be outsourced to research entities; at least one of them will be publicly owned.

WHAT ARE THE FEATURES OF HELP?

  • Fixed interest rate: 1-year Euribor.
  • Assistance (financial coverage) of up to 85% of the approved amount.
  • Reimbursement: 7 or 10 years including a grace period between 2 and 3 years.
  • Non-refundable tranche of 33% of the aid, calculated on a maximum of 75% of the loan coverage.
  • Each participating company may receive an advance of 35% of the aid with a limit of 250,000 euros, without requiring additional guarantees. -The company must finance at least 15% of the project budget with private resources.

WHO IS IT AIMED AT?

  • Business consortiums, with a maximum of eight companies and a minimum of 3, two of them autonomous and one must be considered an SME.
  • A minimum of 15% of the budget is required to be allocated to outsourcing a Research Center.
  • One of the bodies must be publicly owned.

WHAT CONCEPTS ARE ELIGIBLE?

  • Personnel expenses
  • Costs of material instruments
  • Research costs (contracts, own knowledge and acquired patents).
  • Consulting and equivalent services aimed exclusively at the project.
  • Supplemental overhead expenses.
  • Other operating expenses derived from the project.
  • Expenses derived from the auditor's report

Technical evaluation criteria for projects:

  • Plan for commercial exploitation of the project.
  • Project technology and innovation.
  • Capacity of companies or consortium.
  • Socio-economic or environmental impact.

HOW ARE PROJECTS EVALUATED?

  • Economic-financial and risk analysis of each of the companies that are part of the consortium.
  • Economic-financial analysis of the project (economic reasonableness of the budget, financing, determination of the CDTI contribution, amortization schedule).
  • Economic-financial adaptation of each of the companies that are members of the consortium to the activities they carry out in the project.

HOW LONG IS THE PROJECT?

Between 36 and 48 months.

Companies that want to submit a proposal to the CDTI to request financial assistance must manage it online, through the CDT Electronic OfficeI, the applicant must process the documentation electronically and once this documentation has been submitted, the status of the project can be consulted.
