Grants for the promotion of the circular economy in the textile, fashion and clothing sector and footwear

The Ministry of Ecological Transition, together with the Biodiversity Foundation, has launched a new call for grants for sustainability or digitalization actions for small businesses in the textile sector, within the framework of the Recovery, Transformation and Resilience Plan.

Companies receiving grants are eligible for direct grants of between 100,000 and 10 M€ per project.

Total budget

97.5 M€, allocated as follows between the different categories:

  • For the execution of actions of research and development: 12.5 M€.
  • For the execution of actions of digitalization to innovate in terms of processes and organization: 12.5 M€.
  • For the execution of actions for the increasing the level of environmental protection of the beneficiaries: 30 M€.
  • For the execution of actions of improvement of the management of waste from third parties: 42.5 M€.

Type of help

Competitive grants of between 100,000 and 10 M€ per project, with a maximum intensity determined as follows:

For research and development projects:

  • 50% of eligible costs, for industrial research.
  • 25% of eligible costs, for experimental development.
  • 50% of eligible costs, for feasibility studies.

For digitalization projects to innovate in terms of processes and organization:

  • 50% of eligible costs for micro and small and medium-sized enterprises (SMEs).
  • 15% of eligible costs if they are large companies (non-SME companies).

For projects to increase the level of environmental protection of the beneficiary entity:

  • 60% of eligible costs in the case of small and micro enterprises.
  • 50% of eligible costs in the case of medium-sized companies.
  • 40% of eligible costs in the case of non-SME companies.

For projects to improve the management of waste from third parties:

  • 55% of eligible costs in the case of small and micro enterprises.
  • 45% of eligible costs in the case of medium-sized companies.
  • 35% of eligible costs in the case of non-SME companies.

Project typology

Projects that contribute substantially to improving the sustainability and circularity of industrial and business processes in the textile and fashion sector, improving the competitiveness and innovation of the industrial fabric within the framework of a circular economy, may benefit from grants for the promotion of the circular economy.

Eligible actions

Research and Development:

  • Ecodesign of products and processes for the development of new materials with low environmental impact.
  • Improving the management of textile waste.

Digitalization to innovate in terms of processes and organization:

  • The traceability of products, substances, materials and waste for measurement, control and monitoring in order to achieve safe products and increase the volume of high-quality recycling.
  • New business models based on digitalization as an instrument for servitization processes.
  • Return services for products used to reuse, remanufacture or recycle them.

Increased level of environmental protection:

  • Investments that reduce the generation of waste and pre-consumer waste and/or that represent an improvement compared to the current situation in the treatment of waste generated by the beneficiary entity itself.
  • Investments that reduce the consumption of virgin raw materials through the use of by-products or materials derived from waste.
  • Investments that reduce the consumption of virgin raw materials by increasing the efficiency of the use of materials without compromising their durability and recyclability.
  • Replacement of fibers and materials with others with a lower environmental impact demonstrated based on life cycle analysis.
  • Development or change towards business models based on servitization and/or on products of higher quality and durability that offer guarantees of repairability and recyclability.
  • Measures to address the unintentional release of microplastics from textile products throughout their life cycle
  • Replacement of hazardous substances and substances of extreme concern in materials and products.
  • Replacing chemicals with enzymes.
  • Incorporation of ecological criteria for the award of the EU Ecolabel to textile products.

Improving the management of third-party waste:

  • Investments in systems and infrastructures that improve the classification of textile waste.
  • Investments in systems and infrastructures that promote readiness for reuse.
  • Development of waste treatment systems and infrastructures to increase and optimize the obtaining of high-quality recycled material, generating new raw materials that are used in new products (use for fuels is excluded).

Main grant requirements for boosting the circular economy

  • A maximum of three requests per entity will be accepted, regardless of whether they are submitted individually or in groups.
  • The aid must have an incentive effect.

Deadline for submitting applications

Between April 10 and June 10, 2024.
