New call for Public-Private Partnership Projects 2024: grants of between 400,000 euros and 15M euros

The State Research Agency will grant 80 million euros in grants and 180 million in soft loans.

Through the call for projects in Public-Private Collaboration, the State Research Agency seeks to promote public-private collaboration in a phase of knowledge transfer close to production processes and the market, which mobilize private investment, generate employment and improve the country's technological balance.

Beneficiaries of the Public-Private Call 2024

Public research organizations, public universities and their university institutes, accredited health research institutes, other public R&D centers, technology centers and centers for supporting technological innovation, private universities with capacity and demonstrated activity in R+D+i, private R&D centers, companies and sectoral business associations may be eligible for aid.

Type of help

ERDF grants, loans and repayable advances, or some combination, granted on a competitive basis.

The intensity of the grants will depend on the type of aid and the beneficiary, following the following scheme:

  • Companies and sectoral associations they will be able to access grants of up to 95% of the bankable budget in the form of a loan. With the following characteristics:
    1. Interest rate: One-year Euribor
    2. Amortization period up to 10 years with 3% grace period
    3. Guarantees will be necessary when the loan exceeds 2Mill€ per project, and will be constituted by the amount of the aid granted.
    4. They will be eligible for grants when they incorporate the figure of Doctors into the project.
  • R+D+i agents, both from the public and private sectors: They will be able to access grants of up to 100% of the aided budget.

Aid in any of its forms will always be paid in advance after the decision to grant an estimate has been issued. And, the payment of the aid will be made individually to each of the entities participating in the execution of the project.

Main requirements of public-private aid 2024

  • Have, at the time of filing the aid, your own legal personality, and have a tax residence or permanent establishment in Spain.
  • Have a minimum budget of 400,000€ and a maximum of 15 M€.
  • The representative of the consortium must be a company. This consortium must consist of a minimum of 2 entities: a company and a research organization.
  • The minimum participation of each entity will be 10% of the total project budget.
  • Business participation must be equal to or greater than 51%, but none inwithstand more than 70%.
  • The projects will last 3 years and their execution should begin in 2025, starting on February 6, 2025.
  • Aid must have an incentive effect

Costs that can be financed through Public-Private Partnership 2024 grants

  • Personnel costs (researchers, technicians, auxiliary staff and Doctors), including the training and/or mentoring of such personnel
  • Costs of acquisition, rental, financial leasing (“leasing”), maintenance, repair and amortization of tangible assets, such as instruments, scientific-technical and computer equipment and other elements necessary for action.
  • Costs of acquiring consumables, supplies and other similar products directly derived from carrying out the project
  • The expense derived from the report made by an account auditor (maximum €2,500)
  • Costs of patents generated by the project
  • Project management consulting costs (maximum €20,000)
  • Contracts and technical assistance
  • Mobility costs
  • For public research organizations, public universities and other public R&D bodies, the costs of using the agency's central services provided that they have public fees calculated according to their cost accounting.

Deadline for submitting applications for public-private aid

The call for projects in public-private collaboration 2024 will remain open between January 15, 2025 and February 5, 2025.
