Horizon Europe 2023: Funding for startups and SMEs.

The European Union will allocate 95 M euros to innovative projects for SMEs and emerging companies, during the period 2021-2027.

The Program, which is presented as an extension of Horizon 2020, has three different lines of action, aimed at building a sustainable, just and prosperous future for people and the planet based on European values.

General Objectives of Horizon Europe

  • Strengthen the scientific and technological bases of the European Union and the European Research Area.
  • Boosting Europe's capacity for innovation, competitiveness and employment.
  • Meet the priorities of citizens.

Pilares

1-Excellent Science: To reinforce and expand the excellence of the Union's scientific base.

  • European Research Council: Frontier research carried out by the best researchers and their teams.
  • Marie Sklodowska-Curie actions: Encouraging mobility and training that lead to new knowledge and capacities for researchers.
  • Research Infrastructures

A total of 25.8 M euros will be allocated.

2-Global Challenges and European Industrial Competitiveness: To promote key technologies and solutions that support EU policies and the Sustainable Development Goals. -Clusters:

  • Health-Culture, Creativity and Inclusive Society
  • Civil security for society
  • Digital World, Industry and Space-Climate, Energy and Mobility
  • Food, Bioeconomy, Natural Resources, Agriculture and Environment
  • Common Research Center

A total of 52.7 M euros will be allocated.

3: Innovative Europe: To stimulate cutting-edge innovations that create markets and the ecosystems that foster innovation.

  • European Innovation Council: Support for cutting-edge innovations with market-creating potential.
  • European innovation ecosystems: Connection between regional and national innovation agents.
  • European Institute of Innovation and Technology: Meeting of key players (research, education and business) around a common goal to promote innovation.

A total of 13.5 M euros will be allocated.

Type of funding

As a general rule, beneficiary companies and entities will receive non-refundable grants of up to 100% of the eligible expenses of the project. Those non-profit entities that receive grants for the development of innovation actions, the maximum amount of the grant will be limited to a maximum of 70% of the eligible expenses.

On the other hand, the minimum amount for program co-financing actions will be 30% of eligible expenses. Horizon Europe grants will be complemented by awards, public contracts or other financial instruments.

Requirements

-To be a public or private entity with legally recognized legal personality. -Sometimes, entities must be part of a consortium made up of at least three independent legal entities, belonging to a different member State or associated country. -When the creation of consortiums is required, at least one of the participating entities must be established in a member State of the European Union. -The projects submitted must respond to calls for proposals (call for proposals).

Spain in Horizon Europe

The Ministry of Science and Innovation presented a Incentive plan for Spanish participation in Horizon Europe, with the objective of promoting the participation of SMEs and emerging companies in European R+D+I programs. These programs are seen as a great opportunity to complement the research and innovative activity carried out through State and Regional Programs and Plans.

Thus, with the objective of improving and facilitating participation in Horizon Europe, “Spain will promote the alignment of state and regional aid and its synergy with European funds and the Spanish leadership and presence in the decision-making areas of the community structure in the field of R+D+I”.

Among the measures of the program are specialized support services for proposal reviews, mock interviews, awards for Community Proposal Leadership, training days and workshops, etc.

Types of actions

The intensity of the aid that the beneficiary companies receive within the same call will vary depending on the type of action carried out. The same will happen with bankable actions.

The projects will be framed according to their specific characteristics in:-Research and innovation actions (RIA): Activities whose main objective is to establish new knowledge or to explore the viability of a new or improved technology, product, process, service or solution. The activities included range from basic and applied research to the development and integration of technology, testing, demonstration and validation of a small-scale prototype in a laboratory or simulated environment.-Innovation Actions (IA): Activities that directly aim at producing plans, arrangements or designs for new, altered or improved products, processes or services. The activities included range from prototyping, testing, demonstrations and pilot tests, to the validation of large scale products and replication in the market.-Coordination and support actions (CSA): Activities that contribute to the objectives of Horizon Europe. Also eligible are coordination actions that promote cooperation between legal entities in member States and partner countries to strengthen the European Research Area, and that do not receive co-funding from the EU for research activities.
