First call for grants for new business model projects for the energy transition, within the PERTE for Renewable Energy, Renewable Hydrogen and Storage (ERHA)

Beneficiaries will be eligible for grants for new energy transition models through three different lines: “Innovation in the energy transition”, “Decarbonization of the energy sector and the improvement of the integration of renewable energies” and “Startups for the energy transition”.

Purpose of the call

Through the call, the Ministry for the Ecological Transition and the Demographic Challenge (MITECO) seeks to encourage innovation, decarbonization, improve the integration of renewables and provide support to startups in the sector.

156M €.

Beneficiaries of aid for new energy transition models

Projects that offer solutions to the challenges posed by the energy transition, related to innovation, the provision of flexibility services that allow greater integration of renewable energies, and therefore favor the decarbonization of the system, or the promotion and development of new business projects (startups) that provide innovative solutions for the energy transition.

Main requirements

“Innovation in the Energy Transition” grant line:

  • The proposed solution must be considered innovative, understanding as such actions related to new or improved products, processes or services.
  • The actions to be financed must have a minimum investment per project of €500,000.

Aid line “Decarbonization of the energy sector and the improvement of the integration of renewable energies”:

  • Go beyond Union standards on environmental protection, understanding as such mandatory Union standards that establish a minimum value of emission reduction to be achieved by companies; as well as those that establish specific requirements related to the circular economy.
  • The actions to be financed must have a minimum investment per project of €500,000.

“Startups for the energy transition” support line:

  • The actions should involve the launch or promotion of new business projects that contribute to the objectives of the energy transition.

Type of aid

Non-refundable grants, with an advance payment of up to 80% of the amount awarded, of up to 15 M€ per company and project. The maximum intensities are defined as: Innovation in the Energy Transition (Experimental Development)

  • Small Businesses: 45%
  • Medium-sized Businesses: 35%
  • Large Companies: 25%

Actions in this line, which are also subject to effective collaboration between companies or the wide dissemination of results, will have the following intensities:

  • Small Businesses: 60%
  • Medium Businesses: 50%
  • Large Companies: 40%

Decarbonization of the energy sector and the improvement of the integration of renewable energies

  • Small Businesses: 60%
  • Medium Businesses: 50%
  • Large Companies: 40%

Startups for the energy transition

  • Companies established in non-assisted areas: 0.4 M€.
  • Companies established in assisted areas that meet the conditions of Article 107, paragraph 3, letter c) of the Treaty on the Functioning of the European Union; 0.6 M€.
  • Companies established in assisted areas that meet the conditions of Article 107, paragraph 3, letter a), of the said Treaty: 0.8 M€.

In the event that companies have the status of innovative companies, the maximum amounts of aid may be doubled.

Eligible actions

Innovative actions aimed at developing new business models in the energy transition, in the areas of activity included in Annex I of the call.

Assessment Criteria

Economic viability:

  • Intensity of the requested public aid.
  • Economic report presented.
  • Descriptive memoirs or business plan, depending on the line of aid.

Degree of innovation or environmental protection:

  • Aspects that make it possible to determine the degree of innovation of the proposal, or the degree of environmental protection, depending on the line of aid.

Scalability and market potential:

  • Capacity to deploy the proposed actions based on the potential acceptance of the proposal in the markets.
  • Marketing and operating plans.
  • Analysis of supply chains.

Feasibility of the project:

  • Team
  • Execution plan
  • Risk analysis

With the objective of evaluating the applicants' ability to successfully carry out the project.

Externalities:

  • Contribution to the just transition and the demographic challenge
  • Socio-economic impact and job creation
  • Environmental aspects
  • Impact on gender equality
  • Economic impact on the industrial value chain

Regulatory sandbox: An additional score will be awarded to those projects that are linked to Royal Decree 568/2022 and, specifically, to the call regulated in TED Order 567/2023, of May 31.
