What are PERTE NEXT Generation?
The Strategic Projects for Economic Recovery and Transformation (PERTE), according to the Government of Spain, are projects of strategic nature with great drag capacity for economic growth, employment and the competitiveness of the Spanish economy. It has a high public-private collaboration component and is cross-cutting across different administrations.
They are born as a new figure of public-private collaboration, with the intention of permanence, to promote and coordinate projects that are very priority or, above all, where there is a market failure, a notable externality or insufficient initiative or investment capacity on the part of the private sector. Its main objective is to contribute to an agile and efficient management of funds to reinforce those projects that contribute to transformation of the Spanish economy.
How do PERTE NEXT Generation work?
First, the PERTE are approved by the Council of Ministers. All the lines and objects of action to be financed are defined, as well as the bodies or entities that will carry out the allocation of funding, such as each ministry or public funding entity. The total budget for each line of action is detailed, but the intensities of the aid that will be given to each beneficiary are not known, only general data.
In the second phase of the PERTE, the calls for specific grants are published. Currently, there are still many calls that are pending publication within each PERTE. We will be informing you through our blog as the grants are published.
What requirements must PERTE NEXT Generation meet?
PERTE are approved by the Council of Ministers, based on a series of requirements. The projects submitted must meet the conditions of each call. In addition, they must meet the following requirements:
- Environment and digitalization. 40% of the Plan's funds contribute to the ecological transition, and 28% to digital transformation, so some measures will be affected by the need to contribute to this double transition.
- Maximum amount of aid. Companies will have different support thresholds depending on the type of grant they are eligible for and the size of the company, always respecting the approved framework, and may arrive in calls such as Moves III, at intensity percentages (amount of aid allocated to companies in relation to the total budget that they have submitted within the framework of the project and that has been approved by the corresponding body) of 60% for small businesses that install public access charging points of more than 50Kwh.
- Any public or private entity that is a beneficiary of the Recovery Plan must ensure compliance with the principle of “do not cause significant harm to environmental objectives”.
- Interested parties must meet the general or common requirements of the General Grants Act, which can be consulted hither.
Which PERTE NEXT Generation have been created for each sector?
There are currently nine PERTE approved and two announced but pending approval. Below, you'll find an infographic summarizing the different types and an explanation of each one.
PERTE for the development of electric and connected vehicles (Approved on July 13, 2021) The objective is to create in Spain the ecosystem necessary for the development and manufacture of electric and grid-connected vehicles. It will also make Spain the European Hub for electromobility.
The development of this project foresees a total investment of more than 24 billion euros in the period 2021-2023, with a public sector contribution of 4.3 billion euros and a private investment of 19.7 billion euros.

PERTE for cutting-edge health (Approved on November 30, 2021) The purpose is to carry out a transformation of the health sector with actions in which science, innovation and digitalization go hand in hand to face new health challenges. In total, public and private sector investment of 1,469 million euros is expected in the period 2021-2023. The 3 specific objectives are:
- Encourage the incorporation of innovative techniques and technologies for the diagnosis and prevention of diseases, with an impact on clinical practice, and with special attention to their application at the point of patient care.
- Promote the development of advanced therapies from the academic field and facilitate their transfer to clinical practice, through the necessary alliances with the business sector and the strengthening of the industrial fabric.
- Develop a platform for the design and industrial production of ribonucleotide-based drugs and vaccines capable of responding to ultra-rapid response to public health needs.

PERTE for renewable energy, renewable hydrogen and storage (Approved on December 14, 2021) Moving towards a carbon-neutral economy is an opportunity in environmental, social and economic terms. We want to reinforce the areas associated with the energy transition in which Spain is well positioned, such as renewable energies, power electronics, storage or renewable hydrogen, and to reinforce those with a lower presence. The following actions are being taken to achieve this:
- 25 transformative measures aimed at the development of technology, industrial capabilities, new business models and their implementation in the country's productive fabric.
- The NextGen Energy seal to follow up on projects related to the same strategic objective that receive different grants.
- 17 accompanying measures to promote the development of PERTE, such as training and training that allows industries to adapt to new technologies and take advantage of employment opportunities.

PERTE Agrifood (Approved on February 8, 2022) The objective is to promote the integrated development of the agri-food chain through the digitalization of processes and the incorporation of knowledge and innovation. It is about facilitating access to healthy, safe and sustainable food, which meets the needs of an increasingly segmented population with a greater demand for foods with healthy and environmentally sustainable attributes.
It focuses on 3 cross-cutting activities:
- Sustainability and competitiveness.
- Traceability and food safety.
- Development of new technologies, services and products that increase export capacity not only of agro-food products, but also of digital technologies and services.

PERTE New Language Economy (Approved on March 8, 2022) It is proposed as an opportunity to take advantage of the potential of Spanish and co-official languages as a factor of economic growth and international competitiveness in areas such as artificial intelligence, translation, learning, cultural dissemination, audiovisual production, research and science.
The strategic project is structured around 6 key principles: integrated nature, public-private collaboration, territorial structuring, pan-Hispanism, the participation of SMEs and startups, and integrative digitalization, based on technological humanism and gender equality. On these, 14 driving projects will be promoted through the coordinated action of public administrations, universities, research centers, companies and industries, based on five strategic axes:
- Knowledge in Spanish and co-official languages
- Artificial Intelligence in Spanish
- Science in Spanish
- Learning Spanish
- Cultural industries

PERTE Circular Economy (Approved on March 8, 2022) The circular economy is a model of production and consumption that seeks to extend the useful life of products and reduce the waste generated to a minimum. The PERTE extends this approach to all productive sectors, as well as to consumption and waste management. The planned investments include grants worth 492 million euros and it is expected to mobilize resources of more than 1.2 billion euros by the year 2026.This strategic project focuses on 18 instruments distributed in two lines of action:
- Actions on key sectors: textiles, plastics and capital goods for the renewable energy industry.
- Cross-cutting actions to promote the circular economy in the company.

PERTE for the marine industry (Approved on March 15, 2022) The challenge is to diversify the naval sector towards new products, their digitalization, the improvement of its environmental sustainability and the training of its employees. It seeks to reach the entire value chain of the sector, providing support to participants in each phase, from research staff and the academic world to suppliers and service providers in a business ecosystem that includes everything from emerging companies (start-ups), SMEs and large companies.

PERTE Aerospace (Approved on March 22, 2022) It seeks to make the Spanish aerospace industry a key actor in the face of the new challenges and opportunities associated with the major transformations planned in the sector. The specific objectives are developed around three pillars: aeronautical, spatial and transversal. PERTE will accompany the sector in the decarbonization of air transport, digitalization of manufacturing environments; aerospace R+D+I for new services and new technologies; it will promote and accompany new actors in the space field. PERTE Aerospace expects to mobilize nearly 4,533 million euros between 2021 and 2025, with a public sector contribution of around 2,193 million euros and private investment of close to 2,340 million.

PERTE for digitizing the water cycle (Approved on March 22, 2022) This project promotes the use of new information technologies in the integral water cycle. It is expected to mobilize 3,600 million euros in public and private investment over the next few years, and will activate the creation of nearly 3,500 quality jobs. It will provide a transparent and complete knowledge of the uses of water, the quality of the resource and the management of infrastructure in the sector. This PERTE will include:
- A complete plan for the digitalization of water management in Spain.
- The development of a comprehensive ICT training plan.
- The creation of a shared database.
- The incorporation of big data techniques for water data management, and advanced analytics for planning and management decision-making.
- The expansion of the use of digital resources with images captured from drones or satellites and the promotion of smart meters both in the urban cycle and in irrigation.
- A cybersecurity plan.

PERTE Social Economy of Care (Announced) It aims to strengthen and consolidate alliances between research centers, organizations, cooperatives and entities from all over the country that work in the Social Economy. With the values of environment, social cohesion and gender equality, we seek to promote the impact of this economic model on the transition promoted by the Recovery Plan.
PERTE for semiconductors (Announced) Semiconductors are necessary for the production process in all technological sectors. This PERTE aims to promote and attract investments in the semiconductor industry and related technologies, which will be key to achieving strategic autonomy. To carry out the objectives, it will be equipped with more than 11 billion euros of public investment.
