The Catalan Agency for Business Competitiveness announces different lines of grants to support reindustrialization projects and investment projects in the industrial sector and production services.

Organism: ACTION (Agència per la Competitivitat de l'Empresa).‍

‍

Objective: Mitigate the effects of the Covid-19 pandemic on Industrial Added Value. ‍

‍

Lines:

• Grants for reindustrialization projects that contribute to restarting or continuing the activity of production centers subject to closure or relocation.
• Grants for projects that incorporate jobs affected by situations of closure, reduction of activity or relocation into existing production centers.
• Project grants for industrial investments in fixed assets in Catalonia and/or that at the same time lead to a net increase in jobs. -Subsidies for projects to acquire industrial companies or production services in difficult situations.
• Grants for carrying out business opportunity analysis to achieve strategic alliances, mergers and acquisitions between companies in the industrial sector.

Beneficiaries:

‍Companies with headquarters or operations in Catalonia with industrial projects or production services. Those companies that provide production services must prove that the industrial sector represents more than 50% of their turnover.

‍Non-refundable grants.

‍Main requirements

Beneficiary companies must maintain their subsidized business activity in Catalonia for a minimum period of 3 years. The same applies to the number of net jobs incorporated, subject to the grant.‍

‍They must respond to the nature of the subsidized activity.‍

‍

Thus, the specific conditions for projects:

• Of reindustrialization.
• That they incorporate jobs affected by situations of closure or relocation into existing production centers.
• For industrial investments in fixed assets in Catalonia and/or that at the same time entail a net increase in jobs.
• From the acquisition of industrial companies or services to production in a situation of difficulty.

They are defined in: ‍

Type of aid

‍Non-refundable grants. The maximum amount to be received will be 1.8M € per project, taking into account the following maximum limits:

• 10,0000€ for each of the jobs hired for the development of the subsidized projects.
• 25% of the general expenses incurred in the first 12 months of the activity.
• 10% of the fixed assets assumed in the project.
• 1,5000€ for the preparation of the report justifying the subsidized action.

Eligible projects

• Projects of reindustrialization that contribute to restarting or continuing the activity of production centers subject to closure or relocation. These projects must incorporate at least 50% of the jobs susceptible to reindustrialization or a minimum of 50 jobs.
• Projects that Incorporate a minimum of 25 jobs into existing production centers affected by situations of closure, reduction of activity, or relocation.
• Projects for the realization of industrial investments in fixed assets with a minimum amount of 3,000,000.00€ in Catalonia and/or that entail a minimum net increase of 25 jobs.
• Projects of acquisition of industrial companies or production services in difficult situations that they incorporate at least 50% of the affected jobs or a minimum of 10 jobs.

Eligible concepts

• Personnel expenses.
• General expenses of the activity for the first 12 months after the formalization of the transaction (rental expenses, principal amortization fees, consumption of supplies, etc.).
• Investment in fixed assets of the productive establishment.

For this type of project, the maximum execution period will be from 01/06/2021 to 31/12/2023.‍

Assessment Criteria

• Project type.
• Amount of investment in fixed assets of the project.
• Number of jobs hired.
• Impact of the project on suppliers with operational headquarters in Catalonia.
• CCAE of the activity project.
• Registered unemployment in the industry at the regional level.

On the other hand, the specific conditions for projects involving the carrying out studies, strategic analyses and closing documents for transactions that are prepared with the objective of achieving strategic alliances, mergers and acquisitions between companies in the industrial and production services sector, are defined in:‍

Type of aid

‍Non-competitive non-refundable grants. The maximum amount will be 15,000€ per project, with a maximum intensity of 75% of eligible expenses and a maximum of €5,000 for each of the different eligible concepts defined below.‍

‍

Eligible concepts:

• Development of potential analysis and search for opportunities.
• Economic, financial and fiscal analysis prior to the transaction under study.
• Closing documents for the acquisition, merger or strategic alliance.

In this case, 30/06/2022 is established as the deadline for carrying out the projects subject to the grant.
