COVID-19 grants for R&D and Investment projects to address the health emergency

New call for COVID-19 grants for R&D and Investment projects to address the emergency declared by the Coronavirus.

· The budget for the COVID-19 Grants call is 12,000,000 euros.

· These are grants in the form of grants for companies with tax offices in Spain, Technology Centres and/or Innovation Support Centres.

· The deadline for submitting applications opened on May 11, 2020 at 12:00 noon.

On May 11, the CDTI call was published: “COVID-19 Grants”, a call for grants aimed at R&D projects and investment projects whose main objective is to provide solutions to stop and mitigate the health emergency declared by the COVID-19 disease.

What beneficiaries and categories does the call have?

For R&D projects

Validly constituted companies, with legal personality and tax address in Spain. Technological Centers and/or Innovation Support Centers that are registered in the register of centers created by Royal Decree 2093/2008, of December 19.

For investment projects:

Validly constituted companies, with legal personality and tax address in Spain.

What are the characteristics of the COVID-19 Grants call?

It will only be granted one aid per beneficiary. La Maximum intensity of aid will be 80% of the eligible budget of the submitted project. La individual amount of aid will always be determined on the basis of actual fundable cost of the project, of the specific characteristics of the beneficiary and of budgetary availability. The total amount of aid to each beneficiary is Will disburse in a single payment. El CDTI will verify compliance with the action which has been subsidized and will issue the corresponding accreditation.

What characteristics must the applicant projects meet?

All projects submitted must take into account the health emergency situation and, therefore, must allow for rapid implementation and start-up in the short term.R&D projects:

Individual R&D projects. Industrial research and/or experimental development activities related to COVID-19. Included in this section are: vaccines, drugs and treatments, medical devices and hospital and medical equipment, disinfectants, clothing and protective equipment, as well as all those innovations in relevant processes with a view to the efficient production of the necessary products. The project should start in 2020 and be completed, at the latest, on October 31, 2021.

Investment Projects:

Individual Investment Projects. Investments for the manufacture of all products related to COVID-19. This concept includes drugs and treatments, intermediate products, active pharmaceutical ingredients, raw materials, medical devices, hospital and medical equipment and the raw materials necessary for their production, as well as tools for data collection and treatment or analysis. These investments must involve an improvement in the beneficiary's normal production process or an increase in their production capacity. The maximum duration of 6 months, starting from the date of granting the aid. The project should start in 2020 and end, at the latest, on October 31, 2020.

El maximum eligible budget for both R&D projects and investment projects it is 625,000 euros. The maximum subcontracting that the project can have is 65% of the eligible budget, provided that you have the appropriate authorization in the resolution of the concession. Outsourcing of entities linked to the beneficiary is not allowed. If there are contracts for an amount greater than 60,000 euros, three offers must be provided from different suppliers to justify the choice between the offers submitted.

Does the granting of CDTI's COVID-19 Grants allow for a motivated report to be generated?

Yes, for R&D projects. Not for investment projects.

What expenses are eligible?

For R&D projects:

Costs of personnel dedicated to the project.Costs of materials, consumables, supplies and other products with similar characteristics.Costs of contractual research, technical knowledge and acquired patents.Consulting and other equivalent services.Costs related to obtaining, validating and defending patents, conformity assessments or authorizations necessary for commercialization.

Investment Projects:

Costs of materials, supplies and similar products.Costs of personnel dedicated to the project.Costs of acquiring tangible and intangible fixed assets.Costs of external contracts necessary for the investment.

How compatible are COVID-19 Grants?

The aid granted within the framework of this call is incompatible during its execution period with any other public aid at European, state or regional level, provided that it has identical objectives and purposes.
